The US cutting drills short in South Korea isn’t a sign of political pivot, but one of resource management as its wars against Russia, Iran, and preparations against China continue to accelerate.
The US knows North Korea is not a real threat and maintains troops in South Korea solely to encircle/threaten China.
Unless the US both pulls troops out of Asia AND ends its political capture of South Korea, Japan, and the Philippines – nothing is changing about US objectives, just the means through which it pursues them.
