The GCHQ Chief’s Claim Of A Western Infowar Victory Over Russia Is Fake News
No self-respecting person, society, or government could ever agree to indefinitely perpetuating their servitude to others – especially not if a viable alternative credibly exists to restore equality, fairness, and justice to their relations – which is why the Global South so enthusiastically embraces the multipolar worldview and therefore hasn’t fallen for the Golden Billion’s information warfare campaign against Russia throughout the course of the Ukrainian Conflict.
Director of the UK’s Government Communications Headquarters (GCHQ) Sir Jeremy Fleming declared in an article that he was invited to write for The Economist that the West has emerged victorious over Russia in the information warfare dimension of the Ukrainian Conflict. According to him, “From providing warnings about the onset of war, to the rapid release of intelligence, and working with Western technology platforms to remove lies, we have shone a spotlight on the Russian state’s approach. Much of this has been successful. So far, President Putin has comprehensively lost the information war in Ukraine and in the West.”
Be that as it may, Fleming also warned that “Although that is cause for celebration, we should not underestimate how Russian disinformation is playing out elsewhere in the world. Many of the most populous countries did not agree to the UN motion censuring Russia for its invasion. Public opinion in those places matters and it is influenced already by the information coming out of Russia. This is a new front to the war in Ukraine and its effects will endure at least as long as the conflict does. We must take action to confront organised state disinformation campaigns and to ensure they do not succeed in blunting international outrage over Russia’s actions.”
That second excerpt of relevance from his article proves that none other than he himself just spread fake news about the state of affairs after having prematurely declared victory over Russia in the several sentences that preceded his abovementioned warning. Quite clear, it veritably isn’t the case that “The head of GCHQ says Vladimir Putin is losing the information war in Ukraine” like The Economist misleadingly decided to headline his piece since even that spy chief acknowledges that the West has failed to convince the majority of humanity across the Global South to accept its “official narrative” about the Ukrainian Conflict.
Wishful thinking is one thing and the deliberate dissemination of disinformation is another, but Fleming and The Economist decided to blend both into a bespoke information warfare product intended to manipulate their targeted Western audience. On the one hand, he and that outlet want to sincerely believe that the West has already defeated Russia on the infowar front of the Ukrainian Conflict, but that’s only relevant within their own bloc and purely the result of government-influenced Mainstream Media (MSM) spinning events in that direction so as to mislead their captive audience who don’t have convenient access to Russian media after it was censored or forced to close in their part of the world.
The flip side of the coin is that Fleming himself was forced to acknowledge that the West has failed to manipulate those foreign audiences who have free access to alternative interpretations of the Ukrainian Conflict from Russian and other non-Western media sources, which means that his declaration of victory over Russia and The Economist’s decision to headline their piece in such a dramatic way should have explicitly clarified the very real limitations of this political statement. Furthermore, it’s patently false to state that so-called “Russian disinformation” is responsible for those Global South governments and their societies disagreeing with the West’s “official narrative” about events.
“What’s Dishonestly Smeared As ‘Russian Propaganda’ Is Just The Multipolar Worldview”, which is literally shared by the vast majority of humanity. The global systemic transition to multipolarity has already resulted in the Global South embracing this paradigm and all that it entails, albeit sometimes somewhat differently depending on the state and society being discussed seeing as how this worldview acknowledges diverse interpretations of the world system’s evolution away from unipolarity. By contrast, the US-led West’s Golden Billion seeks to impose their very rigidly enforced hegemonic views onto all others in an effort to retain their position atop the international hierarchy above all others.
The refusal to acknowledge Global South governments’ and societies’ independent capability to determine for themselves which worldview to ascribe to is racist to the core since it implies that all those majority non-Caucasian people outside the Golden Billion are unable to discern the difference between fact and fiction, thus being easily manipulated by so-called “Russian propaganda”. The reality, however, is that this heavily implied insult to billions of people is in and of itself a form of information warfare since it’s nothing more than an attempt to gaslight them into doubting their independent decision to embrace multipolarity and thus make them more susceptible to Western narratives.
Those aforesaid narratives have nothing to do with liberating the Global South from its neocolonial bondage to the Golden Billion but in retaining the hegemonic state of affairs that was imposed upon it after the end of the Old Cold War. It has nothing to do with “Russian propaganda” and everything to do with human rights and international law.
The refusal to recognize this objective reality and instead attribute it to the influence of “Russian propaganda” is insulting, racist, and veritably false. It’s the epitome of fake news but certainly not unexpected coming from the GCHQ chief whose job is to wage information warfare on behalf of his country. The Economist dutifully played its role in the Golden Billion’s disinformation ecosystem by inviting Fleming to publish his infowar product for the purpose of misleading their targeted Western audience, but its only result is reaffirming false perceptions among those who already hold them since neither will ever succeed in weakening the Global South’s rock-solid embrace of multipolarity.
