Earlier this month, Chileans rejected a new progressive constitution in a plebiscite. Just two years ago voters had just approved in large numbers the drafting of a new constitution, and then overwhelmingly voted for progressive representatives to the Constitutional Convention.
So what explains the sharp turn away from the process?
